The CIPR is to publish guidelines this week to help the industry negotiate new employment rules that it claims have created a ‘legal minefield’.

The guide has been produced following recent updates to the Transfer of Undertakings Protection of Employment regulations (TUPE), which came into force this April.

The CIPR says the rules could have a ‘major impact’ on PR agencies.

The new rules mean that businesses that lose contracts could lose staff working on them to account winners.

CIPR head of public affairs Francis Ingham said: ‘These rules are unworkable and could have major ramifications.’

PRCA director-general Patrick Barrow said: ‘TUPE’s potential to disrupt is significant and we will issue guidelines once the full implications can be gauged.’

He added: ‘It remains to be seen how wide the gap is between theory and practice.’
